Can I take off the rail and put my own? If so what kind of screws would I need?

Kyle, I highly recommend the Spikes Tactical Hand Guard/Rail Upgrade which addresses the stock hand guard weak points. A video demo of the replacement is here : youtube.com/watch?v=DcrEb1jln0I

Yes, you can definitely take off the picatinny rail and attach your own rail. If you do that I would recommend EGW rails because they make excellent products. I'm not sure if Ruger uses their own rail or another company's rail. Well, the rail comes with #8-40 screws. I'm not exactly sure if you would need different type of screws if you get a different type of rail. It was my pleasure to assist you.
