Can I change the stock to a brace and it be considered a pistol?
Unfortunately, due to it's current configuration, it will be classified as a Rifle lower when transfered so the answer is no.
I'd argue that it should actually be fine if it is listed as "other" in the transfer as it is just a receiver, but can't be too careful with these things.
