Is it unusual for a firearm not to have any sights? I know it has a rail to add sights but none seems odd.

Not odd at all my friend. When I bought my carbine it had no sights. I had to spend another $100 for Mbus flip up sights & then red dot/magnifier.

There are thousands of Rifles, Carbines marketed as "Optics Ready" which allows buyers to buy their favorite sights of optics while saving them a little $ in the process rather than shoehorning them into specific sight options.
