22 Magnum can be a great option for low recoil bit still plenty of stopping power.
.380 ACP version of Smith & Wesson M&P Shield EZ HERE ( budsgunshop.com/product_info.php/products_id/101524 ). There is also 9mm version available.
The recoil is average and comparable to 9mm pistol because this is a snub nose revolver. The trigger is good in a single action and heavy in double, the weight is light. I think it is totally usable and good for women to carry. HOWEVER, I would recommend looking at semi-auto pistols such as Smith & Wesson M&P Shield EZ which has similar recoil but greater capacity and better erganomic. I hope this helps!

David, mine does not have the Crimson Trace Laser but, recoil is very manageable as long as you stick with 125gr standard .38 Special ammunition and not the +P variety which are loaded to higher pressure and recoil more. My wife and daughter have no issues with firing it either. Cheers and stay safe!
